I have a question about:

Would this be an acceptable vest or do I need to remove the leather. Obviously I will be adding reinforcements and shoulders to it but just wanted some opinions on this. I checked the CRL’s nothing specifies symmetric design so I just wanted to be sure before preceding forward with customization and armor attachment

Yes this would be an acceptable vest.  You will want to make sure that all armor plates lay flat and that the asymmetrical design of the vest doesn’t cause some plates to float.
