So I am doing the desert mando or sando theme for my kit. Is it possible to do one or both of the following.
 I want to make a jacket with a cape to be able to blend in more
could I just do a jacket with no sleeves out of canvas or burlap for either one.

yes - dusters and/ or capes are both permitted for Modern, and capes are permitted for Post Imperial but not dusters.
I'd go with duck or canvas instead of burlap, but burlap's more open weave could yield some interesting effects.
 If you're doing a more loosely woven cloth you'll definitely want a backplate - if you can see where a backplate should be, you need one there - and if you're doing P/I it's required anyway.
