Is there a template online for Boba's shoulder cape? I'm looking for the template for it or dimensions of the cape it's self. Isn't the cape basically a rectangle??

Is only a corner of the should cape attached to the collar piece or is it folded?

Boba only has one corner of the cape attached to his kit. This does not mean you have to for a custom kit. Only if you are going canon Boba and I believe he has a slightly different cape between ESB and ROTJ.

This is for my custom death watch. Just don't want to cover the backplate design on my kit.

A shoulder cape probably won't cover any markings on the back plate. You can always test different hanging options once you get the cape ready to attach.

For the little squares on the collar: What should I use for the material? I was thinking of using old keys off a keyboard?

That's what most people use. Glue in a nut to the inside part of the key and use a bolt to screw them on. A good metal eyelet on the cape will prevent it from tearing while rubbing against the bolt.

Is there another way to attach the cape??? I'm not sure about drilling a hole in my collar armor....

The bolt method is going to be best, and it won't hang the same if you try to attach it somewhere else.  Don't worry about drilling a hole, if you ever want to eliminate the cape you can putty it back solid.

You could probably sew a clip into the vest on the shoulder for the cape to hang on.

The Pre-Pro Fett did use a Clip when the Cape Was Draped across him .. Kelan Ord Also has this Set up.
 you Could just do it from one side it you wish .. that Would alleviate you drilling holes ..

All good info above. 30x36 inch cape is generally how I make mine. I've seen variations for the ESB cape as far as sizing goes. Also take into consideration that Jeremy Bulluch was 5'11". If you're a lot taller or shorter than that make adjustments.
As far as drilling into your collar plate- it's really not a big deal at all. An inch down and 2 inches in from the corner would likely be good placement. Hanging the cape "boba style" requires a bolt (shoulder stud) connecting the opposite corner of the cape to the reverse shoulder- i.e. top right cape corner to wearer's left shoulder.  The ESB Fett pictured is actually my buddy Lou. I want to say he's 5'8". So the scale for the cape might be off a touch. I'll text him later today.
The clips used in the PP1 Fett photo are martin-baker jet figjter ejection seat harness clips. Hard to come by that particular style now. You could easily get away with common parachute / parachord clips.
