Early Era Force Hunter / Beast Tamer question

The Force Hunter cell requires a jet pack, which the EC CRL states that they are not allowed. Is this requirement waived? Jet boots, I assume are not allowed in this era. Finally, as a beast Tamer I intend to be a beast rider, and for use of saddle and flexibility I intend to use an armored loincloth.
