I was wondering if we would be allowed to use something like over our visors to give the impression of a scanner or some sort of thermal or night vision

Since most visors are black I think it would transition seamlessly with it so people just see the LED thoughts?

Have a look at macronoculars.   The ones in your picture don't look like they belong in the Star Wars universe, but there a few different styles from the movies and comics that you could use.

If your helmet was large enough you could wear them so that it look like the visor was lighting up. But other then that there are other methods to light up your visor.
