Toss the cans, sounds like they are made of polyethylene polyvinyl, key word poly plastics don't hold shape or are moldable

you need ABS (paint buckets / home depot) min 3mm, it's what the majority of all plastic armor is made of.  Long lasting paintable durable.  There are other plastic types but this is the base to build your knowledge from.

2nd option, during nice weather you may want to play with fibre glass. (not an indoor product, fumes are nasty)

Make an exterior form by;
While wearing disposable clothing,
wrap masking tape (not painters) around your cloth, make it snug. 
Single cut your way free of your cloth,
tape up the cut, 
Stuff it with packing peanuts rags whatever, pack it tight, mask over the opening,
Black marker (Sharpie) any ridge, cut or detail lines
apply a minimum 2 coats of fibreglass cloth,
cut and detail to desired shape,
apply putty and sand to desired texture,
paint

ABS may be easier.
