Would a chef's jacket be approvable? I'm thinking this one might work for a flak vest.

With modifications, it should be good to go.  The sleeves and bottom hem would need shortened, and it would need to be tailored to fit snugly.  The chest pocket may or may not have to be removed depending on how well it's covered by a plate.
