I have a question about:

Hello. I am making an electro-bisento following the Edged Weapons Tutorial in the Tutorials section and it is recommended that you use a cheap aluminum tube as an internal reinforcement for the shaft, which I'm making using a PCV pipe.

Would this still be allowed under the new ban on metal weapons or would I need to find an alternate backing material?

This should be acceptable with current CRL updates. I would ensure that you follow local laws and convention safety guidelines when you do events.
