Question - Cel shading

I have a question about:

I'm almost at the painting phase of my first.
I have asked the uppers in my clan and it was suggested I ask here. As no one was 100% sure.

Question:
Can I do Cel Shading for a paint job. All my original character not using any preexisting characters.

Unfortunately cell shading paint jobs are not acceptable within the club. It would look cool as a personal project but would not be approved.
